GO ZERO Small Business Incentive Program
The South Coast Air Quality Management District (South Coast AQMD) GO ZERO Incentive Program offers rebates to Small Businesses for eligible water heating appliances installed on or after June 13, 2025.
- Must be located within South Coast AQMD’s jurisdiction
- An independently owned and operated small business as defined by South Coast AQMD Rule 102-Definition of Terms:
– The number of employees is 10 or less AND the total gross annual receipts are $500,000
OR
– Not-for-Profit training center - Heat pumps replacing gas or propane water heaters must be Energy Star certified.

Available Funding
Total rebate funding for the GO ZERO Small Business Incentive Program pilot phase is $5.0 million, including both rebates and administration fee, of which 75% is allocated for Overburdened Communities.
The charts below are updated weekly and may not reflect real-time program statistics.
Overburdened communities are ZIP codes identified per Senate Bill 535, as defined by CalEnviroScreen.
Eligible Equipment and Rebates
- All eligible equipment must be Energy Star certified.
- Each business is eligible for one heat pump water heater rebate, only.

Rebate Application
Once your project has completed, complete and submit the required documentation with your application.
Review
Willdan will review your documents and application; a post inspection may be required. You will be notified if additional information is needed and will receive email notifications as your application progresses through the review and approval process.
Payment
If your application is approved, Willdan will issue your rebate payment via check or electronic funds transfer to the payee designated on your Rebate Application.
